DID NOT MEMORIZE MY LINES. I’M GOING TO READ MY NOTES.
SHE PRACTICED HAW FOR 37 YEARS,
AND SERVED UNDER THREE GOVERNORS SHE HAS SERVED THE STATE OF
CALIFORNIA AS THE INTERIM DIRECTOR OF THE DEPARTMENT OF
GENERAL SERVICES, AS THE UNDER UNDERSECRETARY OF THE STATE AND
CONSUMEER SERVICES AGENCY, AND POLICE COMMISSIONER IN SAN
SAN FRANCISCO. SHE WAS THE DIRECTOR FOR MORAL
CHARACTER DETERMINATION FOR THE STATE BAR OF CALIFORNIA.
AND SPECIAL PROSECUTOR AND INVESTIGATORS FOR THE SAN
SAN FRANCISCO DA’S OFFICE. SHE HAS BEEN HONORED AS ONE OF
THE INFLUENTIAL POWERFUL WOMEN
IN THE STATE OF CALIFORNIA. AND HE HAS MANY ACCOLADES,

IN THE FIRST YEAR OF OUR PROGRAM PROGRAM, WE FOCUSED ON MAKING
STRIDES IN MALE DOMINATEED INDUSTRIES FROM BAKEING TO
SPORTS JOURNALISM.
WHICH IS WHY A PANEL FROM SAN SAN FRANCISCO, FOCUSING
SPECIFICALLY ON WOMEN INTERESTED ENGINEERING, AND WE KNOW THAT

MY HEART. TONIGHT, WE AIM TO CREATE A SAFE SPACE FOR WOMEN IN OUR CAL
COMMUNITY TO OPENLY SHARE THEIR STORIES.

MY WILDEST DREAMS THAT I WOULD BE THE CFO OF THE 6th LARGEEST
ECONOMY IN THE WORLD, THE CALIFORNIA STATE CONTROLLER.
BUT HOME AFTER 35 YEARS DOING WORK IN THE PUBLIC FINANCE AND
TEXT POLICY ARENA. IT’S SOMETHING THAT I START ED
AND PRETTY MUCH EVERYTHING THAT WE DO AND CERTAINLY, AS I LOOKED
AT BEING AN ADVOCATE TO MY IMMIGRANT PARENTS, AND THEN
AGAIN, I THOUGHT ABOUT BEING A
PUBLIC SERVANT. AND BEING IN A FAMILY BUSINESS,
THE BEST FOR MY PARENTS WERE THE TRANSLATEINGTRANSLATE THE
TRANSACTIONS, AND I WOULD LIKE TO SAY, AND I GREW
UP POOR, BUT WITH MY PARENTS, I DIDN’T GET A GOOD PRICE ON A
GROSS OF BUTTONS, IT MEANT THAT WE WEREN’T GOING TO HAVE THAT
CARTON OF MILK IN THE FRIDGE THAT WEEK.
SO IT MEANT A LOT. SO THINKING ABOUT A LIFE IN AND
CHINESE AMERICANS, I’M STANDING UP FOR THEM.
WHEN THE CHILDREN WERE SUPPOSED TO BE BUSSED ACROSS THE CITY AS
PART OF OF THE SEGREGATION PROGRAM. NOT BECAUSE OF THE FAMILYIES,
THEY HAPPENED TO THEIR CHILDREN, TRANSPORTATION.
A LITTLE OVER TWO HOURS TO GET ACROSS THETY.
A HARDSHIP, MANY OF THEM HAVE BUSINESSES OF THEIR OWN.
MANY OF THEM, BEFORE THE AGE OF 14, THEY HAVE THE STATEMENT,
WERE OPPOSITION, THE AUDITORIUM, AND IT WAS GOING TO INVOLVE MY
YOUNGER SISTER. I STOOD UP FOR SOMEONE, AND
REALLY, AND BEING INVOLVED IN
STUDENT GOVERNMENT. AND OBVIOUSLY LOOKING AT ISSUES
AROUND MONEY AND THE FAMILY BUSINESS, AND POSITIONS TO
INFLUENCE ALLOCATION OF RESOURCE RESOURCES, REALLY POWERFUL AND
HOW POWERFUL IT COULD BE. SO TO GUIDE THE REST OF MY TIME
IN PUBLIC SERVICE. IT’S A LIFELONG COMMITMENT TO BE SURE THAT ALL ARE AT THE TABLE
WHEN IT COMES TO CONCERNS ABOUT HOW BUSINESSES ARE ALLOCATEED.
AND AS THE CONTROL AS THE COMPTROLLER TODAY,
I’M THE ONLY INDEPENDENT AUDITOR CALIFORNIA, I
BELIEVE THAT PEOPLE ARE HUNGRY FOR, THEY’RE TREATED FAIRLY, AND THERE’S TRANSPARENCY AND

AND I DID MY TIME IN TERMS OF THE BODY OF COLLEGES AT UC
BERKELEY DOWN TO TO A COLLEGES THAT
YOU PROBABLY NEVER HEARD. SO THAT’S REALLY APPEALING TO ME
ME. MY MOTHER [ UNINTELLIGIBLE ] AND THE VALUE IN ONE OF THE
SCHOLARSHIPS THAT I GOT, TO THE PEOPLE GIVING ME THE MONEY.
AND HE HAS THAT WAS KIND OF THE FOUNDATION OF THE PUBLIC SERVICE
SERVICE. IN TERMS OF KIND OF GETTING TO
WHERE THE MONEY IS, ACTUALLY, MY SAYING, — FINE, I’LL TAKE A JOB IN PUBLIC FINANCE, AND REALLY,
THAT MEANS A VERY DIFFERENT DISCUSSION, AND I WISH I COULD
SAY I WAS A VISIONARY, BUT IT WAS REALLY STUBBORNNESS, AND
REACTING TO KIND OF THE SITUATION I WAS IN PERSONALLY
THAT HAS SERVED ME VERY WELL. SO I FEEL FORTUNATE. TRANSPORTATION AND POWER. GOING BACK AND FORTH, IN THE
PRIVATE SECTOR THAT SERVICE PUBLIC SERVICE.

WITH WOMEN, AND I THINK THAT EACH OF US, IT WAS HERE AT CAL TRANSPORTATION STARTED.
I WAS RIDEING AROUND IN MY SUBURBAN IN SAN JOSE, AND I
THOUGHT, THAT’S FREEDOM. THE BOWLING ALLEY, THE SHOPPING
CENTER, AND I FELT INTUITIVEY, THIS IS A FORCE IF MY LIFE.
IT WAS NOT UNTIL I GOT INTO CAL, AND I STARTED TO TAKE COURSES IF MY ECON MAJOR, AND I DISCOVERED
TRANSPORTATION. I TOOK A GEOGRAPHY COURSE.
IN THE GEOGRAPHY DEPARTMENT. AND AS FAR AS THE DISCIPLINE
THAT ALLOWED ME TO BRING ALL KINDS OF INTERDISCIPLINARY, THE
JOB, AND OPPORTUNITIES, ENGINEER ENGINEERING. HOW TRANSPORTATION REALLY DRIVES THE VALLEY IN THE CITIES.
THE NOTION THAT CAN’T REALLY HELP SHAPE URBAN ENVIRONMENTS, FROM THEN ON, I
WAS IN TRANSPORTATION, AND BEING SCHOLARSHIP, AND I WAS FORTUNATE TO THEN GO ON AND WORK IN ALL
DIFFERENT AREAS. I HAD EXPERIENCES AT AT THE SPA
AT AT THE FEDERAL LEVEL.
AND AND I WENT ON TO GET A GRADUATE
DEGREE. THAT’S REALLY RARE.
IT WAS JUST SORT SORT OF A REAL OPPORTUNITY, A REAL PLEASURE TO
GO BACK AND SPEND A LOT OF TIME. WORKING IN ASIA AND CHINA.
AND ALSO, I HAVE BEEN LEARNING SO MUCH FROM MY COLLEAGUES, AND I DECIDEED THAT MY FIANCE, MY
PARTNER, MY HEART IS REALLY IN, WE
CAME BACK, AND I ACTUALLY TOOK A I’M USEING — A TECHNOLOGY FIRM, I STARTED IN THE 80s.
THAT GAVE ME AN INCREDIBLE EXPERIENCE TO BETTER UNDERSTAND
HOW INFRASTRUCTURE AND TECHNOLOGY IMPACT PEOPLE.
AND REL IN INFRASTRUCTURE, AND INVESTMENT IN INFRASTRUCTURE AND IMPACTING EDUCATION AND HOW WE
CAN TAKE THAT BASIC LONG-TERM RUE AND TURN IT INTO SOMETHING
THAT WE ARE ALWAYS PUSHING FORWARD.
I REALIZEED THAT MY PASSION IS AT
A CITY LEVEL. IN 2003, I JOINED THE
TRANSPORTATION AUTHORITY. AND THE MANAGER, AND THE
TRANSPORTATION FUNDING AND PLAN PLANNING. I ENJOY THE JOB IN THE REGION.
HAPPY TO TALK MORE ABOUT THAT. THE FULL SPECTRUM IN PUBLIC
SERVICE. AND I WANT TO THANK YOU, WE WILL
HAVE A REAL CONVERSATION. MY STORY IS VERY REAL.
WHEN I THINK ABOUT IT, WITH GUT
CHECK, AND LIFE HAPPENING. I WAS A COLLEGE DROPOUT AND I
DID CLASSES LIKE A LOT OF WOMEN DO, FOLLOWING A MAN INSTEAD OF
WHAT I NEED TO DO FOR MYSELF. AND THAT DETERRED ME FOR A
NUMBER OF YEARS. AS CLOEY SAID, I WAS WORKING AT
THE L.A. TIMES IN PUBLIC RELATIONS BUT DID NOT HAVE A
DEGREE. AND THERE WAS A FEELING THERE.
AND SO I REALIZEED I NEED TO GO BACK TO SCHOOL.
AND I STARTED GOING BACK AND TAKING ONE CLASS AT MY LOCAL
COMMUNITY COLLEGE, AND I THOUGHT SCHOOL.
I ENDED UP TRANSFERRING TO SAN SAN DIEGO STATE, WHERE I GOT MY
DEGREE, AND I ENDED UP TAKING A FULL LOAD FOR THE FALL, THE
WINTER, SPRING AND SUMMER, AND ONCE I GOT BACK ON AND I THOUGHT I MIGHT GET A AND WITH URBAN
PLANNING, MY DAD WORKS FOR SAN JOSE, AND I WAS DOING SOMETHING
AROUND THE URBAN ECONOMY. AND THEN A BEATING HAPPENED AND
THEN THE VERDICT. AND HE HAS I PROTESTED AND SPENT THE WEEKEND IN THE COUNTY JAIL.
AND HE HAS I DECIDEED I’M GOING TO WRITE ABOUT POLICEBILITY
ABILITY. AND THAT’S
ABILITY POLICE ACCOUNTABILITY.
AND THAT’S HOW I ENDED UP WRITING MY DISSERTATION ON THAT
AND POLICEING IN THE COMMUNITIES .
SO MY DISSERTATION, I ENDED UP BEING RECRUIT WANTED TO THE
UNIVERSITY OF MARYLAND AS A PROFESSOR OF POLITICAL SCIENCE,
AND IT’S ONE OF THE ASPECTS OF BEING IN ACADEMIA THAT I LIKE,
AND THERE WERE OTHER ASPECTS THAT WERE NOT THE RIGHT FIT.
SO I GOT AN OPPORTUNITY — AND I HONESTY.
IS LOVEED DC. BUT I WAS READY TO COME HOME.
AND HE HAS I HAD THE OPPORTUNITY LUCILLE PACKARD FOUNDATION.
AND THROUGH THE COURSE OF MY TIME THERE, I HELD A NUMBER OF
DIFFERENT ROLES, BLUE THE BUT THE TWO
THAT SET ME IN DIFFERENT DIRECTIONS, THE WITH THE
ORGANIZATION, LEADING UP TO NATIONAL ORGANIZATIONS AND
WORKING INTERNATIONALLY. AND THEN MY LAST FEW YEARS THERE
THERE, I BECAME A WITH GIRL’S LEADERSHIP AND EDUCATION.
SO I ENDED UP, I THINK IT WAS SIX COUNTRIES THAT WE WORKED IN
ALL TOGETHER, AND THAT WAS A TRANSFORMATIVE MOMENT.
WHERE I REALIZEED WHAT I LEARNED ABOUT COMMUNITIES AND I REMEMBER THAT THE WAY WE LOOK AT OUR
FELLOW AMERICANS, AND TO FLIP THAT LENS WAS JUST EYE-OPENING
AND THINKING ABOUT SOCIAL CHANGE SO AFTER ALMOST A DECADE, WE
WERE READY FOR THE NEXT THING. I EXPECT A LITTLE TIME RUNNING A NON- PROFIT IN SOUTH AFRICA.
BUT WHAT CHANGED WAS COMING BACK WHILE I WAS A PROFESSOR, I HAD
INTEGRATEED SERVICE INTO MY COURSES.
AND IT WAS REALLY IMPORTANT THAT HAPPENS OUT IN THE WORLD.
AND ONE OF THE THINGS THAT I RECOGNIZEED THAT BECAME CLEAR TO ME WHEN I WAS WORKING IN AFRICA, THAT UNLESS YOU CAN CONNECT
PERSONAL CHANGE AND TRANSFORMATION, THINGS DON’T
STICK. THEY CHANGE SO THEY CAN MOVE
SOMETHING FORWARD. SO THE THING ABOUT PERSONAL
TRANSFORMATION, INDIVIDUALS CAN END
END UP LOTS OF PLACES IN THEIR LEARNING, AND IF YOU HAVE THE
LEADERSHIP SKILLS, THE RIGHT PERSON, THE RIGHT PEOPLE AND
PLACES CAN COMPLETELY SHIFT THINGS, SO I WANTED TO BE ENGAGE
ENGAGED IN WORK IN BUILDING THE NEXT LEADERS WITH THAT. – THANK YOU, NOW, YOU EACH HAVE
HAD MANY YEARS OF EXPERIENCE MAKING CRITICAL MOVES TO ADVANCE YOUR CAREERS.

IN THE BEGINNING, IT IS VERY IMPORTANT TO IDENTIFY OUR ALLIES AT WORK THAT YOU CAN CONFIDE IN.
WHETHER YOU’RE AT THE CROSSROADS DAY-TO-DAY,, I CALL THIS A BOARD OF DIRECTORS.
THAT SAID, WE KNOW THE STATISTICS.
WOMEN HOLD JUST 23.7% OF
STATEWIDE ELECTED EXECUTIVE OFFICES AROUND THIS ENTIRE
COUNTRY. CURRENTLY, THERE IS ONLY ONE
WOMAN OF COLOR SERVEING AS GOVERNOR. IN THE PUBLIC SECTOR, BLACK AND
HISPANIC WOMEN RESPECT A DISMAL 2.8% OF LEADERSHIP. VERY DISMAL NUMBERS.
WHEN WE ALL KNOW IN THIS ROOM POSITIVE CHANGE ALWAYS BEGINS
WITH WOMEN. I WOULD LIKE TO ASK EACH ONE OF
YOU HOW HAVE YOU IDENTIFIED ADVOCATES AT WORK, CREATEED YOUR OWN BOARD OF DIRECTORS,
PARTICULARLY WHEN PERSONAL, WHEN ORGANIZATIONS IN WHICH YOU HAVE
SERVED DIFFER FROM YOUR OWN. AND I’LL START FIRST WITH ERIN.
– SO I WANT TO START WITH, I WOULD ENCOURAGE EVERYONE TO ASK
PEOPLE TO BE IN YOUR KITCHEN CABINET OR BOARD OF DIRECTORS.
I WILL NEVER FORGET WHEN I MOVE ED
TO NEW YORK AND I WAS HEADING UP ONE OF THESE INDUSTRY GROUPS,
AND I LOOKED AT THE OTHER WOMEN IN THE ROOM AND I SAID I NEVER
SAID THIS BEFORE, I NEED HELP. AND I WAS SHOCKED THAT PEOPLE
TOOK ME ASIDE AND WE BRAINSTORM BRAINSTORMED FOR TWO HOURS.
AND WHAT THAT EXPERIENCE TAUGHT ME, ONE, I WAS WITH ONE OF MY ”
MY “PEERS, THOUGH THEY HAD 20 YEARS MORE EXPERIENCE THAN ME.
THEY WERE ALMOST ALL MY COMPETITORS, BUT THEY TOOK ME
ASIDE AND SAID HOW CAN WE HELP? WHEN I TOOK THE JOB AT BERKELEY, I WOULD LITERALLY CALL PEOPLE UP
UP, SAYING YOU ARE THE UNIVERSITY ALUMS, NOT ONE PERSON EVER SAID NO.
SO I WOULD SAY IT’S A POWERFUL THING, AND GETTING OTHER PEOPLE
INVESTED IN YOU, IT HAS SERVEED ME VERY WELL, AND I’M VERY
FORTUNATE THAT EARLY ON, I DIDN’T HAVE ACCESS, SO EARLY ON.
IT WAS PROMINENTLY MEN, BUT AS I I’M LOOKING TO BE MORE BOARDS,
JUST ASKING HAS REALLY OPENED A LOT OF DOORS.
AS LONG AS AFTER YOU ASK, WHAT YOU NEED, AND YOU HAVE TO HAVE
IDEAS ON HOW THEY CAN HELP. AND ONCE YOU USE THE FOLLOWUP,
ALSO, WHEN PEOPLE ASK ME TO HELP HELP, AND THEY SIT DOWN, AND
THEY HAVE NO IDEAS AND THEY’RE NOT VERY ENGAGEING, IT’S A TRUE

AND LEADERS THAT I REALLY WANTED HOW DID THEY HANDLE SITUATIONS?
OH, THAT’S HOW SHE HANDLEED IT WHEN SOMEBODY COMPLETELY IGNORED HER COMMENT.

POLITICAL MENTOR, BUT IN TERMS OF JUST BEING A MENTOR IN MY
OVERALL DEVELOPMENT, I DID RE RESORT TO A LOT OF PEOPLE WHO
NEW MY HOUSEWORK, AND MY ABILITIES, AND WHO WERE GOING TO BE BRUTALLY HONEST ABOUT HOW I
WAS GOING TO OVERCOME THE CHALLENGES THAT I WOULD FACE IN
WORKING. SO NOT TO BE AFRAID, GETTING OUT OF YOUR COMFORT ZONE, AND AS
ERIN SAID, AND. BUT ALSO, DON’T SURROUND
YOURSELF WITH YES PEOPLE, BUT TO RESOURCEFUL IN ANYTHING THAT YOU UNDERTAKE.

LOT OF CHALLENGES. IT WAS A TRAINING GROUND FOR MY
LIFE, BECAUSE AND I SAY ITS EVERYTHING WAS KIND OF ONE OFF. I WENT TO SAN JOSE STATE.
AND HE HAS BERKELEY, AND MOST OF SCHOOLS, AND EVEN THOUGH I WORK
WORKED IN PHILANTHROPY IN MY ORGANIZATION, MOST OF THE TIME I WAS THE ONLY BLACK PERSON THERE.
SO THE GOOD PART ABOUT THAT, THE COMFORTABLE BEING THE ONLY, AND
IT’S SOMETHING THAT I HAVE LEARN LEARNED HOW TO NAVIGATE.
POLICE DEPARTMENTS ARE ALL UNIQUE.
I SPENT MANY MANY HOURS IN THE BACK OF A POLICE CAR.
AND IN TERMS OF HOW I WAS TREAT TREATED.
ONE OF THE THINGS THAT I’VE — I’VE COME TO RECOGNIZE AND TO
OWN IS THERE’S THAT MOMENT WHEN YOU’RE THE ONLY, AND YOU’RE LIKE
LIKE, AM I CRAZY? AM I SEEING WHAT I’M SEEING OR

HOW I’M GOING TO SHOW UP AND I MAKE A CHOICE.
WHAT’S GREAT ABOUT THAT FOR ME, SOMETIMES THAT CHOICE S. I’M

OUR JOBS ARE HARD, BUT I FEEL LIKE WORK, I HAVE A MUCH BETTER
SENSE OF THINGS. AT HOME, I’M COMFORTABLE SHOWING THAT VULNERABILITY.
AND THAT’S SOMETHING THAT I CONTINUE TO GROW AND LEARN, AND
FOR WORK, IT SEEMS NATURAL. AND HE HAS IT DOESN’T FEEL LIKE
WORK. I HAVE TO BE HONEST, PARENTING
IS SOMETHING THAT’S HARD. AND I KNEEL LIKE THAT’S
SOMETHING THAT YOU WANT TO IN INVEST IN TO BECOME A BETTER
PARENT. AND THAT TAKES TIME.
